1) Walk across the border
That's a tough one, but if Canada and Mexico do at least something about their ports of entry (judging leakiness of the US system, they probably do even more), would make it a bit more difficult. Maybe the Nafta Countries could agree to share the lists of "undesirables" and enforce it in their ports of entry, which would greatly reduce the problem.

2) Overstay on your visa
I think the issuance of visas should be a lot stricter. And in the long run, some software to identify people from photographs could help.

3) Visit this country and hire an attorney when you get here.
Same as 2. It assumes that the person gets the visa in the first place

This country have basically open borders, but many countries in Europe have the same problem. People from all over this world are moving to the "best" countries on earth...
If the recently arrived people commit the acts of terror, there would be even more of a backlash than there is now. It is unfortunate in one sense, that the host countries would miss out on many young talented hard working immigrants, and even the fact that there would be even fewer safe havens for legitimate refugees fleeing oppression, but that may be what will eventually happen if there are more of these kinds of terror attacks.
