Well, I think you and I are struggling with different parts of the proplem. We are both struggling with ultimate goals, but you are thinking about the "bad guys" and I am thinking about the people who will be left after we do whatever we do with the bad guys. It's part of the same problem, because what we do with the bad guys will affect the people who are left. Maybe one question is, what do the people who live there think is the right way to handle the bad guys? Assuming that some of them think they are bad guys, what expectations do they have about the administration of justice?
