he's talking to the country at large. One of my concerns about the phrase is that it is not distinguishing between "punish the people responsible for this recent act of terrorism" and "punish anyone we think is bad". There is a grave risk in circumstances like these of people striking out against Moslems, Arabs, etc. on the assumption that they must be bad people since they are from the same group. One of the needed leadership roles is to guide the country away from that kind of behavior.
