I don't think we're going after a single guy and a dozen guys who follow him. We can make a gentleperson's bet about how many people the government of the USA is trying to get. I'll bet a case of the winner's favorite beer that it's more than a thousand, and that they are in many nations. Some maybe in Germany, some maybe in Ireland, some maybe in Peru, some maybe in Guatemala, some maybe in Chechenya, some maybe in Russia. Lots in Iraq. Some in Libya. Lots in Palestine. Some in Cuba. With weapons caches all over the world, and bank accounts all over the world, and sympathizers all over the world. If Russia won't help them anymore, and China won't help them anymore, where can they go?
