A better question would be WWJD. (For those of you on the left, "WWJD" stands for "what would John do". From my observation, there are no John Wayne movies where he commits mass atrocities against civilians.)

The problem is that the terrorists do not live in the cities you would bomb, so I doubt that it would do much to deter anyone. Also, could you really pull the trigger. Empty threats are not going to work.
