You are assuming that the United States gave a part of their campaign strategy for military action to the government of Pakistan, which then immediately made it public and passed on a fearful warning about the timetable to the bad guys.

The point is that the United States in in control of this whole thing, not Pakistan or Afganistan or anyone else. The United States is in control, and it will act as it sees fit despite the refusal of assistance or with the agreement for assistance from any other country.

To put it simply, the United States administration wouldn't do what you suggest has happened. It is possible they did something to suggest what you have deduced, but that's different.
