I agree, but only to the extent that the solution is offered after the bad guys are taken out and those offering the money/jobs are in full control of how such resources are expended, as was the case in Germany and Japan.

I completely agree with this. You cannot give money to people who have a leader that is doing horrible things with it.

The answer could be financial:
get the money, track down the money, remove the money. He loses his power and his support. He then becomes more easily capturable.

After he's captured, folks need to be given hope and healthy jobs, so they don't follow the wrong path in life. But there would need to be a solid leader that ensures the path people take is not terrorism.
