I like your first sentence a lot. "First, trace the money, identify the source and shut it down." If there is any weakness that an insurgent group has, it is that [in order to operate] they must have and use the very trappings of the civilized nation they are bent on tearing down. They have to eat. To carry out their covert operations, they have to spend on transportation and communication, shelter, clothing, etc...

Follow the money trail. Osama bin Laden's al Qaeda may be comprised of cells, but the organization has to be nourished financially or it will die. These suicidal Zealots are glued to a common cause by the economic support as well as their common evil purpose.

Also, it's worth mentioning that this terrorist organization is the only one that knew when they were about to make a hit on the financial center of the world. That gave them a huge advantage in the markets. I'll venture a guess that the al Qaeda's secret accountants were buying gold in anticipation of a run on the precious metal.
