Your analysis of the 10% conservation eliminating gouging does not seem to take into account that the California was buying power for several times the cost of power from those Texas good guys. The cool weather and less demand from a slowed economy also played a part as well as the fact that several power plants came back on line.

California allowed demand to exceed capacity and if California wants the economy to grow then then need surplus capacity. So I'd suggest you look closely at how a power system works and every time you think power companies are out to cheat take a hammer and hit your finger hard. Then say damn I'm stupid. If a politician tells you power companies are out to cheat you, well you can't use a hammer that way. It's sad by that's life.
