Interesting just to decide what innovation you would try for.

Smaller....We can carry them in a suitcase now.
Higher yield....actually we've decided higher accuracy of the delivery system and lower yield of the warhead is more effective.
Differing effects: We came up with the innovation of the neutron bomb, low blast effect, high radiation, short half-life. It was thought to be a better weapon; kill all the people, leaves the terrain, structures etc. intact and you can go in a short time and the ground doesn't glow. We decided that wasn't good, because it made their use in tactical situations to be "acceptable". Most thought that making a nuke acceptable was not a good idea.
