It was Reagan's goal, and therefore, I presume, the ultimate goal still... Presume and assume are synomyms. I think the goal faded away because it wasn't realistic or comprehensive [combatting a variety of delivery platforms]. The best rationale that I can think of is preservation of military/industrial base. That's a real problem, that's difficult to deal with and one has to have programs to spend on. Preservation of the military/industrial base doesn't make a good line item. jttmab
