I don't know if I'd agree with that. The confluence of Windows XP, and three years since pretty massive upgrades by companies in 1999 in anticipation of Y2K, is coming up. I also realize that companies' spending for IT has been lousy and last week might extend that. Consumers, OTOH, don't have any "buying period or cycle." Still, who knows? John's quote from Best Buy sounds good.
