The fact that they are armed must mean something to them if only psychological. It also is a clue to their state of mind which would be vigilant. The news will only have room to report the successful bombings and other acts and not the events foiled or the details. You are asking a question like "why would a soldier go to war with a rifle if he feared an atomic weapon or why would they continue to search the WTC for victims when the hope of finding live victims is near zero. The answer is hope...hope of prevailing and hope of success......against horrible odds. That's my final answer....hope. The alternative is despair.
