It's the standard set of time-wasting we saw from Iraq. We need proof, now we need to review the proof, now somebody else has to make the decision, oops now we can't find him, now could you clarify your ultimatum, now our diplomat is on his way with a response, ad infinitum. I don't think Bush is going to fall for it.
