The lack of maternal attention is a somewhat different issue. The decision makers in the culture and at the family level are for the most part male. I doubt the women are lining up, begging to carry dozens of children, motivated by the carrot of being further oppressed and probably beaten, then discarded. The culture that permits that is diseased. Let me also clarify that I am not talking about all Arabs, or only about Arabs. I am talking about any culture that permits the conditions you described to thrive. Someone is making those decisions, someone is taking actions which have those consequences. And that someone is wrong. That's the judgment I have no trouble making.
