I don't think so. I think that they are doing two things: making people understand that an initial strike in Afghanistan is not the end of the story, and preparing them for there being loose ends after we break the back of the network this year. No one can guarantee there will be no backlash once we substantially destroy the capabilities of the current organizations. The most we can say is that we can bring it down to a manageable threat level within a relatively short period........
