Different people have different concepts of 'win'. The dead hijackers won. Most of us don't think of that as a victory. But heroes and martyrs do.

I am sure that if they could do it, they would. There might, as with the current WTC attack, be no claim of responsibility. Everyone denies doing it. So what was the purpose.

If I was an world-class terrorist, I would definitely do that. Even if the USA nuked every Moslem country in a Final Solution which would make the Nazi's efforts look trivial, there would be plenty left. They are in India, USA, New Zealand, Britain, Russia ... everywhere. There is no mystical line around "them".

The stakes are already pretty high!
