I cut and pasted from a Lycos search on "schemes of mice and men."

The title of this book, Of Mice and Men, is derived from a poem by Robert Burns called "To A Mouse." The
seventeenth line of that poem states, "The best laid schemes of mice and men gang aft agley." Burns was Scottish and translated the line would mean no matter what your plans are, something can go wrong.
