The term "Anti-terrorism and Effective Death Penalty Act of 1996" might get you excited at first, until you discover that it was a hum-drum part of the Act that was involved here, not the parts that dealt with anti-terrorism and death penalties.

One of the parts of that Act was the creation of rules and procedures for persons convicted of certain crimes to pay restitution, and that is what was involved in this case. The guy had to pay restitution.

BTW, I recently checked the horse-lady's eviction case in Maricopa Superior Court. The case continues to drag on.
