Well, clearly they hit the wrong side of the Pentagon, the Joint Chiefs were at the river side, however, since both aircraft were coming from the west, and these guys had a plan, I would assume that the Pentagon was target no 1, when the fourth plane arrived, it would have seen the Pentagon was hit and gone after the Capitol, the White House empty was the well orphan
