Condor, a concerted effort aimed at removing the Taliban would hardly be any more effective than the previous effort made by Russia for a period of some 20 years. It is a terrain and culture that does not lend itself to invasions from outside. On the other hand, there appear to be many people within the country, particularly in the northeast area, who provide clandestine resistance to the Taliban. To work with such groups would require a great deal more commitment than the U.S. gave the Kurds in Iraq.
