Iraq has an outlet to the Persian Gulf, allowing a fair amount of commerce to continue, no matter what. And the sanctions on Iraq are only on the export of oil in order to limit foreign exchange availability, and the use of foreign exchange to acquire weapons, explosives, and ingredients for germ and chemical warfare. Furthermore, not all nations are willing to suspend trade with Iraq, for a variety of reasons. Whereas, the situation in Afghanistan as understood by the majority of Muslims is simply that they are providing a safe haven for a bunch of murderers, whose acts are not justified by even the most fundamentalist of Muslim mullahs. That's one reason why the Taliban are asking for evidence. If we can sufficiently connect the terrorist acts in New York with the terrorist groups in Afghanistan, then all except the most extremist Muslims in these countries will be willing to apply pressure to deliver the terrorists.
