What makes you think any of them have any free cash? Ellison still has all his money in orcl. Gates has been pulling his money out as fast as he can. But he has been giving it away just as fast. They are probably fully invested. Who can step up to the plate are the large funds. But they are probably going to wait till they see the small investor throw in the towel till they start buying.
