May I add the CIA to the list?

I don't know much at all about the real-life CIA organization ... this shadowy institution -g- ... but am I even more ignorant than I know I am already to the extent that I used to 'believe' that this Fed agency's mission statement somehow included the goal of -- proactively -- protecting this country from catastrophic events like those of last Tuesday?
