Milk and cookies? No X, the passage deals with personal relationships. Did you note, "If possible, so far as it depends on you, be at peace with all men. Never take your own revenge, beloved, but leave room for the wrath of God, for it is written, "" VENGEANCE IS MINE, I WILL REPAY,'' says the Lord. ". It says we should not try to exact personal revenge. Governments and Laws are one way that legitimate justice can be had in this life. These provide checks and balances against personal revenge, but since governments are composed of fallen humans there are bound to be abuses. Ultimately, God will judge each person, and He will do so justly.
