Civilian targets are often picked because they are easier and because it frightens the population more.

Ofcourse military targets get attacked to. Not only the Pentagon but the Cole bombing.

No...they went after the WTC because they are terrorists and terrorists strike at civilians as a general rule. They don't care what weapons we have or how many of them we have...they just want to strike fear into the population. A military target is generally out of their scope (granted, the Pentagon is a military target, but I suspect that was more symbolic than anything else).

Brian, and how better to strike fear in the population by crippling a major industry.

Nonetheless, I agree the attack was more symbolic then crippling and of course, it had the desired effect.....fear.
