After research, seems there are many biological agents about which the military has concerns, amoung these which seems have no vaccine is botulism, which is fought in food processing with a silver coating. Might not protection requirements from possible biological weapons be yielding a massive increase in silver demand just as supplies have fallen?

That "200 to 300%" figure is perhaps a bit misleading. The buy premium over spot for Eagles was only +2% or so in most places anyway. If they're jacking up the sell premium at the same time, then they're still great for traders, but if they're widening the spread between buy and sell then that stinks.
