Yes, that's absolutely true, but our objective is not to wage war but to apprehend a bunch of people who are regarded as murderers by Muslims themselves. The word Islam derives from the word that means "peace." The Koran, whether the text itself, or the interpretations of the text down through the ages, does not condone the killing of innocent civilians. In some ways, this terrorist act, committed not against military personnel (e.g., the bombings of the U.S. military quarters in Saudi Arabia and Lebanon) but against innocent civilians, has changed the whole attitude of the Muslim world towards terrorism.

The delicate job of U.S. policy is to make sure that the terrorists continue to be regarded as murderers in the eyes of Muslims. With that kind of focus, it will be easier than many people think to maintain a coalition against forces which are as destabilizing in their host countries as they are elsewhere.
