I am not sure it much matters about the actual soil. We need to to get to them and they are a landlocked country. We need to fly through somebody's airspace.

I doubt China wants to let us launch from their soil, the Soviet Union has said that none of the independent states can be used, that leaves Pakistan and Iran. I think it will be a long time before we break down and ask Iran for military favors. So that leaves Pakistan.

Land boundaries: total: 5,529 km

border countries: China 76 km, Iran 936 km, Pakistan 2,430 km, Tajikistan 1,206 km, Turkmenistan 744 km, Uzbekistan 137 km

Perhaps the best thing is to not ask for Pakistan's help and just fly over their airspace. I don't think that they can stop us and it removes them from having to make the "balls in a vice" decision. If they had a border with Iraq, I would say that we fly over Iraq's airspace after we take out all of their radar bases. Little chance that we could piss them off any more than they are. But that is academic since they don't share a border.
