I see your concern now. Companies could render payment to their elite in the form of stock, rather than wages- allowing the privilidged to escape taxes. Perhaps the solution to that would be to count all employee stock receipts as wages, rather than investments- since that is, in effect, what they really are.

It's definitely not a simple matter- no doubt about it. Congress definitely needs to think through all the possibilities before diving in to anything.
