Back to the basics of clips, yes.

From one who has followed CSPAN over the internet
packet network, realvideo, from the very start.

There is the additional problem if the source of the
streaming content is live, or comes from a hard disk, archived.

That is, of one can insert some empty space, wait, search
ahead of time,etc..

One interesting aspect is that the live service actually
has gotten worse since the beginning, subjectively.

Now the system tries to first feed at 100-200kbps, sooner
or later some problem, delayed packets or control
commands.

Then it starts shifting down in speed, which causes
new similar problems, and in a while it is back at
the 8-12kbps that it wasn't even 3 years ago.

Well, one thing has almost disappeared, the habit of going
fullspeed for a while, then put on all breaks, then
sound all alarms, back to full speed, buffer overflow,
all breaks on,etc,etc...

That is, this does not need to happen for an archived
source, where the source can wait. But worse for a
live source.

However, broadcasting archived material to many runs
into amost the same problem.

But shorter clips than the amount of local buffer memory is
easy.

Compare Nokia-Samsung 64MB, 8000 seconds of 64kbps clips.

P.S. Trying to never miss a chance to push CSPAN, and
point out for how long time it has been possible to watch
CSPAN live over the packet internet, even in Finland.
(without getting into why do not have a license even on
private cable TV)
