All of these except the last are a call for an act that is both optional and may be private if so desired. The last is a voluntary assembly of like-minded individuals.

Prayer is schools is public, not really optional (even if one chooses to think, the time and conditions are mandated), and is forced on a mixed community in which there are many different ideas of what the word "prayer" means.
