Context is everything. After all, the Israelis could have done with it if they would just slaughter the Palestinians. Obviously, there are going to be limits to massive retaliation, especially when dealing with antagonists embedded in civilian populations. The important point is not to be indiscriminate in situations demanding discrimination, but not to be sparing of the means to accomplish the particular mission. We do not "send messages", as Johnson did. We have a realistic determination of the requirements of the mission at the outset.........
