Hays did not try to take credit for the current decline to my knowledge. His use of the ARM's is as an indicator. It just happened to reach 1.5 and it may have reached it because of the distortions I mentioned. I have not gone back to check it over a long period of time since I do not use the ARM's in the manner that Hay's uses it. However, I know posters that are very fond of Hays.

I did a quick look back to 1996. I saw 1.3s at 9/30/98, 1/9/98, 12/26/97, 10/27/97. The October 1997 number was at INDU 7161. I did not see any 1.5s in that period. However, I was scrolling down quickly.
