I'm not quite sure I agree with that.

The Israelis have been dealing with the hydra-head of terrorism for decades. The only difference in the paradigm is WHO has NOW become the most heavily targeted. IE, our citizens attacked within our own borders. Israel has been dealing with this "paradigm" all along. I don't see how Powell can realistically expect the same "restraint" that he was requiring of the Israelis. But if he were to remain consistent with his most recent stance of the escalation of aggression, he would. My hope is that he is in fact NOT applying that same standard to the US.
