Most Americans say it okay to collaterally (or carelessly) kill civilians in order to achieve our military objectives. Hiroshima and Nagasaki were even more extreme cases of targeting civilians. From OBL's POV, this is the same thing. Hard to dissect it in such a way as to show the differences in clear and unambiguous ways.
