Can you or anyone else explain one thing?

How come Clinton had to ravage a European nation (Yugoslavia) with
a 78 day air war (that killed about the same number of civilians as the
WTC bombers) on a nation that NEVER EVEN THREATENED US OR
NATO, and yet now the Republicans have to beg for the right to dump
some bombs on a terrorist and the government that harbors him?
