i see what you mean. however, this is a separate issue. imo, in the end, people are responsible for themselves, and even if it is true, as some contend, that the propensity to become a drug addict is already determined by one's genes, not every addict handles the problem in the same manner.
recall, i mentioned that European medical records prove out that the percentage of the population that suffers from dependency from the most potently addictive drug morphine in its various permutations has stayed the same over all the time statistical records were kept, regardless of the legal backdrop.
i conclude from this that it is most likely an illness, and the Swiss experience appears to prove that it is possible to live and function with it. it is definitely hypocritical to allow the use of alcohol (which is one of the most dangerous drugs) but make illegal other stuff.
i would submit that not all drug addicts are necessarily the same. primarily, they hurt themselves. but whether they hurt others may well be a character issue that has only a tenuous causal relationship with the drug abuse.
