At that time everything was under a tribal leadership, all jumbled together. One cannot compare the situation then with modern day States.

The Northern Kingdom (Kingdom of Israel) was first destroyed by the Assyrians And you would be shocked if you knew who the northern kingdom became. All the blessing and promises made to Abraham passed to Issac then to Jacob( which fully translated means to take what is yours and make it mine)who god changed his name to Israel then passed to Joseph who split the blessing between his two sons. One of which was to become MANY nations. The other a GREAT nation. Pay particular attention to the blessing that Israel will always have its foot on the neck of its enemies. BTW Joseph was the 11th son of Israel. Who saved his people from famine and became ruler over all egypt and the entire middle east. Just in case you are wondering why the number 11 keeps popping up.
