I'm not sure that is true.
If you include the killing of innocent people in military actions and wars.. We (presumably civilized) have always been willing to do that- and when you drop bombs you kill babes in arms (who are completely innocent- save for the horrible sin of having been born to the enemy). So I think you have to really well define what you mean by killing innocent people.
