I was using the government sponsored phone monopoly to make a broader point. The bulk of private capital is by it's nature timid. So if you want to do a very large thing, something requiring vast capital, than the most powerful tool you can bring to bear is the financial power of a whole population - which is what a targeted, strategic government investment in fiber to the home would be. I think if you look back through history, you would find that all of the very large projects accomplished, had some government component.
