I think if the Taliban came through, and handed over bin Laden and a few others, and allow inspection of the camps, they could get a pass....

With the Taliban turning on the terrorists, and some key people & and on the ground intelligence, we would more likely get cooperation from other states.

It wouldn't be easy to roll up the terrorist networks, but remember we will have lots of help - Russians, possibly Iran, Pakistan, and the Europeans. Plus most banking groups.

The terrs need support networks to survive & be effective. Limit and interrupt support, and they will age in place, while intelligence draws a closer net and they wait for the knock on the door...and the black Volga sedan outside.
