You are right. But first the people who are starving and living in poverty have to want to climb out of it bad enough to make some changes themselves. We can't do that for them, thus our efforts have sometimes failed.

There are other places where nothing seems to work, and our efforts have been wasted, most of Africa, much of S. America, etc.
