A: Absolutely not! Killing another person is
unequivocally condemned in the Qur'an. It is considered
a sin that leads straight to Hell. Human blood is sacred
in any case and cannot be spilled without justification.
Violating this rule is equivalent to killing all of
humanity: "if anyone slew a person — unless it be for
murder or for spreading mischief in the land — it
would be as if he slew the whole people." (Qur'an
5:32)

I'm guessing that some Muslims view the U.S. government as being guilty of "spreading mischief in the land", a mischief that innocent people are now paying for.
