I have to imagine that these countries have been told clearly what 'are you with us or against us' means.

This has not been disclosed in the US press but friends of mine in Europe state that all members of the Arab League were called to the State Department and personally given an exceedingly blunt questionnaire by Secretary Powell. The questions were all yes/no (circle one):

1. Is your nation a friend of the United States?
2. Do you plan to join and cooperate with the anti-terrorism coalition?
3. Will you share intelligence on terrorists?
4. Will you shut down all terrorist organizations operating on your territory?
5. Will you bring to justice all known terrorists?
6. Will you cut off all funding for terrorists?

One "no" answer and that was enough. I imagine Egypt answered in the negative to at least one of the questions and that is why the President mentioned Egyptian Islamic Jihad last night.
