I am curious. We have plenty of those ourselves. Misunderstandings at this point would be a terrible, terrible mistake. Has anyone considered that perhaps the United States government, in conjunction with its NATO allies, I would hope - and this should not be done publicly - has very clearly and explicitly warned every state suspected of harboring terrorists that if any WMD hits one of us that their capital will immediately be leveled? The safety during the Cold War lay in the fact that each side was convinced that given any use of these weapons the other side would certainly retaliate and thus we would destroy each other. It strikes me that unknown terrorist organizations if they have this power need to be put on notice what the consequences will be for themselves and their lands if they would resort to an act such as this. The balance of power needs to be restored.
