Justa, war is sometimes like poker. The threat of war helps calm the nerves of those who wish retribution (eye for an eye) improves negotiating, and speeds the response of those working on the containment of the threat.

We can also use the threat of war to get better cooperation from those in our coalition. I would suspect many of those who we are counting on as partners will have a heightened fear of retaliation if we start something big (Saudi Arabia, England, Bahrain, Kuwait, Egypt, France, Pakistan, Germany, etc).

It is better to give their complete cooperation now in apprehending as many in the network as possible in order to avoid a US attack on Afghanistan, which may backfire by bringing a response of terror to the partners' own soil.

Terrorists do not win on their opening salvos. They win when the expected response is extracted, further demonizing the enemy and recruiting more for their cause.
