The Navy & CG used to send out a telex with a list of vendors for Valentines, etc. Most vsls civilian and military don't have access to the internet as such but can send telex and email. Orders are collected by the Officers and sent via a telex to the company. It's been a few years since I worked aboard military vsls so it may have changed. You can probably contact the Navy & find out. I suspect some hoops have to be jumped through in order to get on the approved vendors list. You could also contact the maritime unions - Seaman's International Union (SIU)- Master Mates and Pilots (MMP)- American Maritime Officers (AMO) and Marine Engineers Benevolent Assoc (MEBA). Also contacting the largest satcomm companies which send out similar msgs before every holiday. The satcomm companies will reach U.S. as well as foreign registered vsls. They probably also offer bulk "mailing" to all vsls in particular oceans or in all oceans that can be sent just prior to a holiday.
