Yes, it seems to.

The Hague suit is brought by 28 Palestinians who do not accept the verdict of the U.S Court. Instead, they would like to try the man over and over again for something everyone agrees was perpetrated by Arab phalangists.

You know, of course, that Americans could also go to the Hague and file suit against Yasser Arafat for the deaths of Israeli relatives. Of course, any Jew who did that would be gunned down on the way to Court. Nothing will happen to the 28 Palestinians. And there lies the difference...
