Russia has a variety of interests at work. Many of them quite unsavory, but at least some regular good capitalist interests too. The Central Asian countries are much murkier. Finding a "moderate" individual to support within the current governments reminds me of McFarlane and the key-shaped cake, or more proximately, the US fostering "moderate" opposition to the Soviet-installed government in Afghanistan.

As fair as "economic stability first", that would be the China over Russia argument. That one has yet to be played out fully too. China could blow sky high before it's over. They haven't exactly exhibited much interest in political reform of late.
